Abstract

As a gateway to the regional, national, and international economy, seaports must maintain strong operational service performance, including the quality of ship services, cargo handling, and port facilities. Port activities, particularly sea transportation operations, are required to be reported to the Port Operator in the standardized format of the ship arrival and departure report (Laporan Kedatangan dan Keberangkatan Kapal, or LK3), which records vessel type, docking terminal, and arrival and departure times. One key perspective for measuring port performance is ship service level, assessed by the duration a vessel remains at the terminal until its departure from the port. This study employs a quantitative approach using the Data Envelopment Analysis (DEA) method to determine port performance through turnaround time and efficiency measures. Findings for 2022 show that, for container vessels, Tanjung Emas Port recorded a turnaround time of 23 hours, while Tanjung Priok Port and Tanjung Perak Port each exceeded 24 hours. In terms of DEA efficiency, both Tanjung Priok and Tanjung Perak achieved an efficient rating of Ѳ = 1.
